I am directed by Secretary

Sir Philip Cunliffe-Lister to transmit to you, to be laid before Secretary Sir John Gilmour, a copy of Hong Kong Ordinance No. 1 of 1935, the Asylums Amendment Ordinance, together with a copy of the Attorney General's Report thereon. A copy of the principal Ordinance and an amending Ordinance passed in 1927 are also enclosed.

2. It will be observed that under Section 15 of the principal Ordinance as amended in 1927 any person undergoing a sentence of imprisonment could be removed to an asylum if he were certified by the Medical Officer of the prison to be of unsound mind.
